Feral Colony Assistance Program


Spay/Neuter Options

If you are feeding outdoor cats and want to get them fixed, there are many ways to get it done.  The two below are programs we offer.  If you don't qualify for either of these, don't give up -- click on our FAQ for other spay/neuter options.
  1. Our TLC Lower-Income Spay/Neuter Program will fix up to 3 cats for households with annual incomes under $40,000 -- if the household is committed to the life care of the cats we fix.  These cats can live outdoors (or indoors) in any residential setting -- apartments, mobile homes, condominiums, private houses or farms.  Click here for further information and application.

  2. Our TLC Feral Colony Assistance Program is open to caregivers who in our sole opinion meet the following criteria:

    • The property owner is the "caregiver" -- personally involved in the life care of all the cats in the colony -- and recognizes that all cats coming on their land to eat are colony members -- even if they are feral and live in a nearby woods and only show at meal time or to drop kittens.

    • The caregiver feeds daily meals at an open feeding station accessible to all cats -- feral and friendly -- and does not leave food out unattended.  This forces the more timid members to come out to eat while the caregiver is present and conditions the cats to be hungry when they come so that live-trapping for spay/neuter appointments will be successful.

    • The caregiver commits to fixing the entire colony within a 30-60 day timeframe.  This includes all males, females (even pregnant or in heat), friendly and feral -- even if it means live-trapping.

    • The caregiver will return the sterilized cats to the colony.  They are not adopted out, released to another outdoor area or taken to a shelter or rescue.  The presence of these cats is necessary to stabilize the colony and minimize the moving in of newcomers.

    • The caregiver agrees to bring kittens (4-8 weeks of age) indoors to socialize and place person-to-person in good indoor homes.  This allows the mother to be live-trapped and spayed before having a second litter.  If the kittens don't socialize or if they don't adopt out, they are sterilized and returned to their colony at 12-16 weeks of age -- before they become sexually active. Our feral vouchers cover the full cost to spay or neuter each cat, vaccinate once for rabies and distemper, apply one parasite treatment and ear-tip the left ear of the cat while under anesthesia.  There is a nonrefundable $100 colony registration fee that covers up to 20 cats.

Eligibility

If you live in our service area and are managing a naturally-occurring cat colony -- as defined above -- we may help get your cats fixed.

Application Process

Simply complete this application (6 pages) and submit it to us with:
  1. Money Order for $100 payable to the Zimmer Foundation.  This nonrefundable registration fee is due with your submission.

  2. Feeding Station Photos.  Include one or two photos of your cats eating at their feeding station.

  3. Outdoor Shelter Photos.  Include one or two photos of the dry shelter you provide for your cats.
If your application confirms that your management practices conform to our model, we will then begin sending you spay/neuter vouchers so you can quickly sterilize the entire group.  If we are unable to help, we'll return the Registration Fee promptly. 

If you would prefer not to complete the application without knowing whether you will qualify, you may call us during weekday business hours and we'll be happy to conditionally pre-qualify you before you go to the work of completing the necessary forms.

Application Timetable

Applications are typically processed within a week of receipt of the completed application package (above). If you are approved for vouchers we'll mail the initial set of 4 (or if you are declined we we'll return your money order) at that time.

If you have more than 4 cats to sterilize, the remaining vouchers will be mailed in groups of four, once each prior group has been used -- which must happen before their expiration date. If you are actively live-trapping and you have a voucher expire, notify us within 7 days of the expiration date and we'll re-issue them for a second 30-day cycle. If those voucher(s) expire without being used -- or if you fail to request replacement vouchers within a week of their expiration date -- your participation in our program will be terminated and we will no longer be able to provide vouchers for your colony.

Re-application Process

If you promptly complete your initial colony sterilization -- per the registration sheets you provide us -- we'll then be able to provide vouchers for any pre-existing kittens over 12 weeks old that you were not able to adopt out to others.  If you didn't complete your initial colony, we are not able to provide any further vouchers. 

If you are a participant of our former TNR program, the first time you apply for vouchers under the 2009 program you must go through the entire application process as a "new applicant".  Make sure that your registration sheets list all cats -- including those we previously sterilized -- whether you still have them or not so that we can gather information on what happened to them.  If you previously completed the sterilization of your entire colony, and are applying for cats that just recently joined your group, we will waive the Colony Registration Fee.  If you previously failed to complete your group or your "new cats" have been living on your land for more than 3 months, the $100 registration fee is required to re-enter our program. 

Be sure to keep a set of your Registration Sheets (kitten and adult) as we will need them updated whenever you apply for new vouchers after a lapse of 6 or more months.
